Structure and Principle:

The motor drives hydraulic system and oil cylinder; put the tyre between two knives, it will be fixed by a locking arms, then the knives will be driven by the movement of cylinder, which makes two knives form into a scissors, and cut the tyre further.

It could be applied to cut all kinds of rubber blocks and strips. And it's good for cutting rubber tyre, rail tyre, rubber strips , etc.
