SMS is a core system which support DTV service, with billing service, accounting treatment, products and resource management throughout. User can be assigned different roles and permissions according to the need of actual requirements. On the basis of share one software platform, carries out different functions among operators internal departments, different agents and lower level operators.

SMS can be divided into 9 subsystems logically, include: product management subsystem, users management subsystem, equipment management subsystem, billing management subsystem, report management subsystem, smart-card services subsystem, classification management subsystem, system manage subsystem.
